Downgrade tailwind to v4.1.13

Beschreibung

Da es aktuell zu Problemen mit @tailwindcss/postcss in der Monorepo-Konfiguration kommt, werden die Packages tailwindcss und @tailwindcss/postcss vorerst auf v4.1.13 festgelegt. Ein Fix wird erarbeitet.

• reverts update of tailwindcss and tailwindcss/postcss to v4.1.14 in fix(deps): update all non-major dependencies #583
• This is a problem of tailwind since Re-throw errors from PostCSS nodes tailwindlabs/tailwindcss#18373 intruduced a different error throwing of postcss errors
• Will be worked on in [Invalid]: @tailwindcss/postcss throws an error in v4.1.14 #591
