Bad CPIU Error on Mac M3

This occurs on macOS systems without Rosetta installed. It appears the default native images for mac build x86_64 packages and as such require rosetta to run on Apple Silicon macs.

We should fix by:

1. (short term) add a troubleshooting note
2. Max arm64 packages natively for new macs

Need to add to troubleshooting. When fixing this, also fix the WSL1 issue (needs WSL2)
