Add dcapp-verify executable

Right now the aggregate XML is output automatically on startup, but I really don't want that verification happening on production since it's slow. Make a separate utility app to verify that the XML is coherent, and output the aggregate to a location.

Check for things like correct hierarchy, missing variables/constants, invalid attributes, etc.
