Create a template network config file

We could have a network configuration template file in this repo, similar to the ones that already exist in https://github.com/heliaxdev/anoma-network-config/tree/master/src but without the [validator.*] tables.

It should be kept up to date to be compatible with the code e.g. if a new parameter is added, it should be added here as well.

There is already https://github.com/anoma/anoma/tree/master/genesis though the existing files are geared towards testing.
