Courtesy signatures before horizontal frames don't work

Description with steps to reproduce

1. Add a D.S. al Coda on a measure
2. On the next measure, put a Coda, a key/time signature change, and a horizontal frame
3. See that a double barline is shown before the horizontal frame, but no courtesy signatures
   If you add a system break to the D.S. al Coda measure, the courtesy signatures will show up properly.

To see that the double barline is being added by the courtesy style, go to Format > Style > Clefs, key, & time signatures and turn of the 'Show at all other jumps' toggle.

We should consider whether these courtesies at horizontal frames should alwasy be shown when the style setting is on, or whether there needs to be a separate style to control this.
