auto_connect fails if $MULLVAD_CACHE_DIR is absent

Is it a bug?

• I know this is an issue with the app, and contacting Mullvad support is not relevant.

I have checked if others have reported this already

• I have checked the issue tracker to see if others have reported similar issues.

Current Behavior

An empty system with a valid device.json and settings.json configured with auto_connect results in no network connectivity and Failure to generate tunnel parameters output on boot.

Expected Behavior

auto_connect should not be dependent on the state of $MULLVAD_CACHE_DIR.

Steps to Reproduce

1. Create a valid $MULLVAD_SETTINGS_DIR/device.json with mullvad account login.
2. Create $MULLVAD_SETTINGS_DIR/settings.json with the following content:

3. Reboot. Remove everything except device.json and settings.json (I did it during initrd).
4. Run mullvad status. See the following output:

Blocked: Failure to generate tunnel parameters: Failure to select a matching exit tunnel relay

I am no longer sure if target-start-state.json specifically causes the issue upon further testing. That said, the issue definitely has something to do with the cached folder.

It looks like the relay list is not being loaded, so auto-connect fails because there's no relay to be found. Future versions will handle this a bit better and automatically reconnect when the relay list is updated, but the root cause is that the bundled relay list isn't being found or can't be read. MULLVAD_RESOURCE_DIR should point to its directory.

It also appears that your settings.json is missing a version (settings_version), causing migration code to run, but that's unrelated.
