feat(backends): install from local path

Description

This PR is related to #5917

This allows to call local-ai backends install on local paths. For instance:

local-ai backends install path/to/backend

Note, to specify a backends path, set --backends-path accordingly, for example:

local-ai backends install --backends-path /var/lib/local-ai/backends path/to/backend/just/built
