Exclude takes a snapshot of what we're excluding. We change the Enumerable mid-enumeration, which makes that invalid.

Sure we can take this. I did not know that 16.10.1 was finished I deliberately only merged from the older vs16.10 commit before this fix went in :) |

FYI @mrward there was a very late fix in MSBuild that didn't make it into 16.10, but they will service 16.10.1 with it, we should have it.
