"Move tabs to a new window" only moves first pinned tab in container

Steps to reproduce:

1. Have a window with
   • 2 default container tabs, pinned
   • 2 default container tabs, not pinned
   • 2 Work container tabs, pinned
   • 2 Work container tabs, not pinned
2. Open the multi-account containers menu, and select "move tabs to a new container" for the Work container.
3. Only 3 of the 4 Work container tabs are moved to a new window: the first pinned tab, and the 2 not pinned tabs. Also, the pinned tab that was moved is no longer pinned.

Expected result:

All 4 Work container tabs move to the new window, and the 2 pinned tabs remain pinned.
