[Chore] Card Component Update

### What general chore or task would you like to see performed?
The go-card component styling updates are as follows:

1. border-radius changed to 6px (previously 4px).
2. border added; 1px solid #DEE2E6.
3. box-shadow changed to 0 2px 4px 0 rgba(0,0,0,0.075);

_NOTE: 1rem padding should stay the same in the card._
