Use CLI and CDK for deployments

Features

• Adds a new tf-next deploy command
• Removes the creation of API-Gateway and Lambdas from Terraform code
• Adds ability to static-deploy Lambda to create Lambdas via CDK and create route config

ToDo

• Handle creation of Lambdas (With function URLs instead of API-Gateway) via CDK
• Ensure the worker Lambda is <50mb
• Save RouteConfig to DynamoDB
