[twitter] log more specific user error

When there's a user error, particularly when user is suspended, gallery-dl log message only says [twitter][error] NotFoundError: Requested user could not be found (https://x.com/atrt25000). I remember it used to say that the user is suspended, but at some point it became this, which is quite inconvenient.

FYI looking at my logs the last time it said the user is suspended was in 2023... So it's not 5747dbf that introduced it

This error was caused by 8c62be3 and occurs when using actions. Will be fixed in the next git push.
