List bookmarks ordered by most frequently used in toolbar

Bookmarks should be easily available. Ordering them based on the most used ones similar to the speed dial would help users avoid the problem of piling up bookmarks that require manual sorting. A toolbar separate from the speed dial would separate them from the browsing history.

This is a feature request that came up on FrOSCon 14.
