Save as Custom Agent from Tools Window

As a dev I may need to make repeated adjustments to my tools for specific situations. So for example if I work at a bank and use Agent mode, but part of the compliance rules is that I shut off web access, they should be able to shut that off, and then click "Save as Custom Agent" and call it "No-Web Agent" which they use as a default instead. This agent will also now be avaialble to add to prompts and handoffs.

Here is a light weight UI appoach for doing this by simply changing the OK button to an Apply split button.
