Yolo warning after enabling Yolo explicitly in Settings Editor

Does this issue occur when all extensions are disabled?: Yes/No

• Open Settings Editor
• Search Yolo, enable the setting
• Now start a conversation, got this prompt

I understand that we want users to be aware of the risk of Yolo. However I explicitly enable this in the Settings Editor (UI) thus I shouldn't see the prompt when I start a new conversation.

If presenting the warning prompt is a must, it should be presented when I enable the setting from the Settings Editor, similar to when we change the Update Mode setting.

Note that regardless of this, we still need to check at the time it's run just in case it was set some other way.

@rzhao271 is it possible to handle this specifically when the checkbox is pressed in the settings UI? I do not want the modal to show in other windows, when something else sets the setting, if the setting changed while the window was closed, etc.
