Searching for text after localization is not supported in the Settings editor

Reproduction steps:

1. Open https://insiders.vscode.dev/.
2. Switch to a non-default language, such as Simplified Chinese
3. Open the Settings Editor with the shortcut key Cmd + , and search some localized text, such as 小部件 which means Widget in English.
4. And Cannot search for results, but in fact, there is content that contains this keyword.
