[Accessibility] Consider adding a custom setting to auto-attach Accessible View to hover

The Accessible View (Alt+F2) is amazing. I would like to auto-activate it in hover view when I press Ctrl+K, Ctrl+I. Would you please consider a custom setting to tether the Accessible View with the Hover View automatically? Having this option to Jupyter Notebook output would be beneficial as well.

I discussed this with Kai and we're wondering if we could just add the actions to the accessible view. So a user could tab to them. It's a bit weird to have two context view elements open for this case.
