Can't cancel VS Code Server update

Issue Type: Bug

1. Inside WSL, run code-insiders .
2. It displays Updating VS Code Server to version 6964233e....
3. This is taking a while, because I'm using tethering.
4. Press Ctrl+C while it's downloading.

The percentage moves slightly to the right, but the download is not cancelled.

VS Code version: Code - Insiders 1.35.0-insider (6964233e81c68f5a5f34e7eb1da0836e1d539f14, 2019-05-29T05:18:15.943Z)
OS version: Windows_NT x64 10.0.17763

Note that at the time this happened, ps -ef showed two wget processes running, one of which was owned by PID 1 (i.e. somehow got abandoned). Not sure if this is the cause, a symptom, or an entirely different bug.

It should also be noted that the reason that it was updating in the first place is because I had yesterday's Insiders installed previously.

I should also note that killing the wget process left it such that the next time I ran code-insiders ., I got this:
