[wtl] Change download repo from Sourceforge to GitHub mirror #50252

Hi, I am trying to use the wtl library, but due to the bad reputation of Sourceforge our IT can't unblock the website. Therefore, I can't use the library and our build machines can't download the package.
Proposed solution
Could the library source repository be changed to the GitHub mirror (https://github.com/Win32-WTL/WTL/tree/main/Releases)? Or is there a way for me to do this on my side?
