Updating FluidFramework compatibility from >=2.40 <2.50 to >=2.40 <2.70

I don't know why mainv2 doesn't already have ">=2.50 <2.60". 2.0.0-internal.11 was released with that range. I don't recall why .11 was bumped to have higher minimum.
If still 2.4x compatible, then this is all good.

@jason-ha it's all good, we figured out that other issue and we are just going to abandon the other one. I never merged it due to the UTs failing, James found a cleaner way. We'll use this and I will update straight to 2.0.0-internal.12. Not the cleanest git history, but it's fine.
