Summary

What does the PR accomplish, why was it needed?
Add nopatches for libtar cves CVE-2021-33644 CVE-2021-33646. Previous PR #3686 addressed these CVEs but did not leave a nopatch file that our tooling can recognize. Clean this up by adding nopatch files.
