Since our guidelines at https://github.com/metabrainz/guidelines now require AI disclosure on any PRs that use it, and it is becoming increasingly common, this adds a section for AI usage to the default PR template to make it clearer that any use must be declared.

Problem
Our PR template doesn't let contributors know that they should declare AI usage, despite this being part of the foundation's contribution guidelines.
Solution
Add a section for AI usage to the default PR template to make it more obvious and harder to ignore that we want it clarified.
