What are the changes made in this PR?
Based on @lessw2020's manage_activations https://github.com/lessw2020/torchtitan_oss/blob/ptcore_activation_platform/activation_management/new_graph.py#L383 -- a slimmed down version to do single stream activations offloading for single device.
