Workflow build Android-Windows fails to install on android device

Expected Behavior
Expected install to be successful on adb install to android device

Current Behavior
I get the following error

Android-Windows:

adb: failed to install QGroundControl (4).apk: Failure [INSTALL_PARSE_FAILED_NO_CERTIFICATES: Failed to collect certificates from /data/app/vmdl773298429.tmp/base.apk: Attempt to get length of null array]

Steps To Reproduce

1. Download Android-Windows apk
2. Attempt to install on android device via adb

Additional Details
I tested Android-MacOS and that worked

• Operating System: Ubuntu 22.04, Android
• Flight Controller: N/A
• Autopilot Software (with version): N/A

Windows-android is really only meant to verify build checking so it's fine that it isn't signed
