STOP command adds the mobile number to the blacklist

-Create a new blacklist table

-When a user sends a 'STOP' command, it adds their mobile number to the blacklist.

-After sending a STOP command, user will have to send 'RESTART' to remove the block.

-When a mobile number is on the blacklist, the associated user account should be disabled.
