This PR converts the Sytest "Can search public room list" to be a Complement test.
This was spawned from said test failing in element-hq/synapse#19071, and not wanting to debug perl.
The test was first converted to go via OpenAI Codex CLI, then verified manually.
I'll regenerate the README after #811 merges. That PR will conflict with this one anyhow.
