Addresses changes in ethereum/consensus-specs#3531, ethereum/builder-specs#90, by removing the
SignedBlindedBlockContentswith the simplerSignedBlindedBeaconBlock, which involves not having to verify any other signature other than the beacon block signature.Also updates zrnt and ztyp to a version that makes the appropriate type updates.
