@api private note does not show if no other tags are present

First of all, yes, I am aware of gh-226, but it has been closed too quickly, because there indeed is such a problem, as can be seen with https://gist.github.com/77b250697fce4546ad5c – it does show the "private" tag at the top list of methods, but it won't show up as a note in the method's description -> http://stuff.fork-bomb.org/2011-01-07-091925_1280x800_scrot.png
