`Policy`: Add validator for the SecurityAndPolicyReader!!!

There are currently issues within the Ares2 that is caused by the wrong configuration of the SecurityPolicy file. For example for windows the following Path doesn't work:

And if the Main method or the restricted package is missing an error is displayed by the tests or the tests pass when they should not have been failing in the first place.
