Documentation on how to properly use the apply and validate actions

Currently there is only a Readme in the apply folder. I'm a little lost on how to properly use the validate action in a workflow. I think it would be very helpful to have more examples or documentation on expected usage. If I figure out how to get this working I can try submitting a basic example as well
