Suggested Ecosystem Maintenance Tasks

• InfrastructureModels v0.7
• JuMP v0.22 and v0.23
• Increase Julia lower bound to v1.6
• Explore dropping dependency on MathOptInterface (key values exported by JuMP as of v0.22)
• Explore Replacing Cbc with HiGHS in tests
• Rename run_* methods to solve_* and add deprecation warnings
• Replace uses of Int64 with Int for improved code portability
