Motivation

Having a way to obtain lates/earliest/pending/etc block numbers

Description

  • Add get and update methods for earliest, latest, finalized, safe & pending block number to Store & StoreEngine
  • Resolve block numbers from tag in rpc methods

Closes None, but fixes many and enables others
