Add --all-platforms flag to LoadImageArchive so that images are not filtered out by ctr

As discussed in the slack thread, this PR adds the --all-platforms flag to ctr. This makes it easier for folks to load images using local architectures that are different than the kind host architecture (ie, on M1 laptops)

To reproduce:

1. Pull a image that is not host native (amd64 in this case as I am on arm64):

$ docker pull docker.io/bitnami/kubeapps-apis:2.4.6-debian-11-r18
2.4.6-debian-11-r18: Pulling from bitnami/kubeapps-apis

2. Before change (image cannot be loaded):

$ kind load docker-image docker.io/bitnami/kubeapps-apis:2.4.6-debian-11-r18

Hi @curtbushko. Thanks for your PR.

I'm waiting for a kubernetes-sigs member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.
