What this PR does / why we need it:
This PR aims to generalize the latest release quickstart in a sense that we won't need to update the released quickstart after every release.
The PR reads the latest release while skipping pre-release (means we skip RCs) and puts the latest version in a variable.
then the rest of the quickstart guide works with that variable.
