Pipelining in Rules

We need to enable and support pipelining in the rule

This will track all the work left outstanding:

• Initial PR: Pipelining #20
• Decide on templating language and/or implementation #22
• Add the ability for other providers to use pipelines (java/golang etc). #23
• Find the correct way for a provider/capability to document its template context. #24

As all four issues under this initial pipelining milestone have met, I am closing this. This issue only addresses pipelining within conditions of a rule. For pipelining within rules, please see #50
