Description

Implement automatic priority escalation rules so tickets are escalated when they age without response or resolution.

Split from #42 (Ticket Priority System - core now implemented).

Requirements

  • Auto-escalate Normal → High if no response after configurable hours
  • Auto-escalate High → Urgent if no response after configurable hours
  • Configurable escalation rules (per-organization or global)
  • Escalation audit trail (log when and why a ticket was escalated)
  • Notification on escalation (optional)

Acceptance Criteria

  • Escalation rules engine implemented
  • Rules configurable (time thresholds per priority level)
  • Escalation logged as ticket activity
  • Admin UI for managing escalation rules
