Description
Implement automatic priority escalation rules so tickets are escalated when they age without response or resolution.
Split from #42 (Ticket Priority System - core now implemented).
Requirements
- Auto-escalate Normal → High if no response after configurable hours
- Auto-escalate High → Urgent if no response after configurable hours
- Configurable escalation rules (per-organization or global)
- Escalation audit trail (log when and why a ticket was escalated)
- Notification on escalation (optional)
Acceptance Criteria
- Escalation rules engine implemented
- Rules configurable (time thresholds per priority level)
- Escalation logged as ticket activity
- Admin UI for managing escalation rules
