[BUG] Incorrect calculation for Project

When adding time in the Plan is adding it to the Time

Steps to Reproduce

1. Go to '...'
2. Click on '...'
3. See error

Expected Behavior

Time Budgeted and Budgeted Cost remains the same

Actual Behavior

Time Budgeted and Budgeted Cost went up when added hrs in Plan
