Merge develop into main for v0.0.8 release

This PR merges the latest changes from develop into main in preparation for tagging and releasing v0.0.8.

• Recent PR merges into develop, including:
  • Merge pull request Add JSON-style (dict) column comment support in delta_comments #62 from kbase/feature/delta-comments
  • Merge pull request Add support for JSON-style column comments in schema_utils with test coverage #61 from kbase/feature/schema-utils
  • Merge pull request Support structured schema column comments in ConfigLoader and expand unit test coverage #60 from kbase/feature/config-loader

After merge:

• A v0.0.8 tag will be created from main
• Downstream Docker builds will be updated to use @v0.0.8
