No module named sgeconfig

I keep hitting the same issue when trying to start the cluster.

$ starcluster start mypipe
StarCluster - (http://star.mit.edu/cluster) (v. 0.95.5)
Software Tools for Academics and Researchers (STAR)

Using default cluster template: op_small_cluster
!!! ERROR - Failed to import plugin sgeconfig: No module named sgeconfig

Even though the sgeconfig module is there:
$ ls -l ~/.starcluster/plugins/
total 224
-rw-rw-r-- 1 ubuntu ubuntu 1445 Sep 23 2014 omicspipe_config_prebuilt.py
-rw-rw-r-- 1 ubuntu ubuntu 2076 Dec 18 15:02 omicspipe_config_prebuilt.pyc
