CI is currently failing

The CI is currently failing, as can be seen in the CI run from the latest commit here. The failing test is caused by the version of the Python wheel package that comes with Ubuntu 22.04 not supporting fpm's new pyproject.toml feature. If we update the CI to use Ubuntu 24.04 then this problem is fixed as its newer version of wheel has pyproject.toml support. Upgrading to Ubuntu 24.04 causes a few new issues which we have fixed.

I will have a PR open for this very soon. I am working on debugging the CI from this PR on my fpm fork.
