Bumped dependencies to support network_info_plus 6.x

Hey @jogboms , I updated both dependencies connectivity_plus and network_info_plus to the latest version, especially to support network_info_plus major release.

Since network_info_plus introduces breaking changes, I took the chance to bump flutter_offline's major version.
