Provide wheel for Windows ARM64

What is the current behavior?

Unable to install the package from pip.

What is the desired behavior?

To have native wheel for WoA. GitHub Actions now supports win-arm64 for free.

How would this improve jax and jaxlib?

Due to the library's popularity, a native version for the growing number of Windows on ARM (WoA) devices offers a better user experience.

Thanks for the request! We don't currently have the infrastructure in place to test or build ARM wheels for Windows, but we're always happy to help if folks run into issues building from source (it's possible that that already works!), or if there is community interest in supporting such wheels.

Let's keep this feature request open, and we can track the community's interest in/need for wheels for Windows ARM.

I could see jax library primarily uses Cuda for accelerating performance. But Cuda support for windows arm64 is still not available. So is there any minimal build like CPU build, so that we can get a minimal build of jax for windows arm64. GitHub Actions now offer native CI runners for Windows on ARM devices (windows-11-arm), enabling automated builds and testing. We can actually utilise this opportunity to widen the support for jax library and make it available for end user who using this growing platform.
