feat: Hub has two featured models and is sorted by size

Spec

• Hub should display models sorted in following order:
  • Featured models (the two with cover images)
  • 7b
  • 13b
  • 33b
  • 70b
  • "Tiny" (last)
• Hub should have two "recommended models" which we've already tested and provide great experience
  • Mistral 7b Instruct (cover image so it's bigger)
  • OpenHermes Neuralchat 7b q4 (cover image so it's bigger)

Tasks

• Create cover images for Mistral and NeuralChat @imtuyethan
• Update Model.jsons @hahuyhoang411
• Update Hub ordering @louis-jan @urmauur
• Ensure Cover image shows up in Hub @louis-jan @urmauur

Problem
Eventhough we have a recommendation tags, we should also have “featured model” for users to know the best model to use

Success Criteria
Adding 2 featured models at the top of the hub

1. Mistral 7B Instruct
2. Openhermes Neural 7B

@imtuyethan Can we implement a cover image for both of them?

Let's also rank model by download size, rather than the weird ordering we have now
