bug: Model capabilities settings do not persist after restart + Lucy model needs default tool support

In version v0.6.6, when users change model capabilities, the settings do not persist after application restart. Additionally, Lucy model should have tool support enabled by default.

Steps to reproduce:

1. Go to Settings
2. Navigate to Providers > llama.cpp provider
3. Edit a model
4. Toggle on tool support
5. Restart the application
6. Check model capabilities - settings are reset
