The URL for the icd10fr2019 dataset seems to have changed

When using the download_all_icd_data, the routine failed for me when trying to download the icd10fr2019 data. Upon closer inspection, the following URL provided by the routine does not seem to work any more: https://www.atih.sante.fr/plateformes-de-transmission-et-logiciels/logiciels-espace-de-telechargement/telecharger/gratuit/11616/456.

Instead, based on the link at the bottom of this page https://www.atih.sante.fr/plateformes-de-transmission-et-logiciels/logiciels-espace-de-telechargement/id_lot/456, the updated URL seems to be the following: https://www.atih.sante.fr/plateformes-de-transmission-et-logiciels/logiciels-espace-de-telechargement/telecharger/gratuit/12713/456.
