This adds two options to override the GHC derivation to configure flavour transformers:
enableIPEoption, which adds the+ipeflavour transformer to make it easier to profile with info tables for boot packages; see here.extraFlavourTransformersoption while we're at it, to close Introduce convenient means of modifying compiler flavour #2425.
