Course->Session space normalization fixes

• Tried to make sections with no content yet take up less, and consistent, space
• Made Objectives table use 'condensed' style to match Leadership.
• Removed top margin from description and notes
• Made 'no offerings' text take up less space
• Tried to make that all work even if there is content, or if you're managing stuff
