Set Up Docker for Local Testing

Set up local testing with Docker (infra/ directory includes docker-compose.yml and nginx/default.conf for running at http://localhost:9090).

In infra/, run docker compose up -d using Docker Desktop v4.45. Verify at http://localhost:9090. Include details on docker-compose.yml and nginx/default.conf.
