I did not realize until today that the [ggml authors](https://github.com/ggml-org/ggml/blob/master/AUTHORS) is not the same thing as the [llama.cpp authors](https://github.com/ggml-org/llama.cpp/blob/master/AUTHORS). This PR corrects my mistake.

RK3588S and RK3576 were commented out in device_configs, causing
select_device("RK3588S") or ("RK3576") to fail.
- Create RK3588S config based on RK3588 with 2 cores (vs 3)
- Create RK3576 config based on RK3588 with 3 cores
- Both share the same hardware pipelines as RK3588
