Netgen doesn't respect threads

### Motivation

Netgen currently uses four threads, in a way that we can't control.

### Design

For now, we need to have netgen tests require more slots in the test harness (at least 4). Once this is fixed, we can remove that requirement.

### Impact

Abuses test resources until this is fixed. Once this is fixed, we have more consistency with resource usage.
